🛑 When Is It Time to Mill and Pave Your Parking Lot in New Jersey?

IMG_2238

If you're managing a commercial property in New Jersey — whether it's in Jersey City, Freehold, Edison, or Morristown — one of the most important capital decisions you’ll face is when to mill and pave your parking lot.

And just so you’re aware, FixAsphalt.com has been in commercial paving and parking lot maintenance since 2001. We quote asphalt, concrete, pavement repair, and pavement asphalt seal coating projects daily, so all of this info is from real project issues we have discovered with residential and commercial property owners in Central New Jersey who have had the misfortune of hiring a fly-by-night asphalt paving or asphalt seal coating contractor.

NOTE: This article has been read, edited, and approved for publishing by Steven Brahney, who has 30+ years of asphalt experience maintaining and reconstructing asphalt parking lots for commercial properties in every state on the East Coast.

Let’s get started!

It's a big-ticket project, but waiting too long can cost even more in liability, tenant complaints, and future structural damage.

In this article, we’ll break down exactly when it's time to stop patching and schedule a full asphalt milling and paving project.

What Is Milling and Paving?

Milling is the process of grinding off the top layer of old asphalt, typically 1.5" to 2", and disposing of it.
Paving is the process of installing fresh, hot-mix asphalt over the milled surface.

This two-step process allows you to:

  • Preserve the existing base

  • Maintain curb height and drainage

  • Install a brand-new wear layer without completely removing the lot

🚧 7 Warning Signs It’s Time to Mill and Pave

You can sealcoat and patch only for so long. If you’re seeing these symptoms, it’s likely time for full replacement:

1. Widespread Alligator Cracking

These spiderweb cracks indicate base failure, not just surface wear.

2. Recurring Potholes in the Same Areas

Frequent potholes are a sign your asphalt is fatigued and losing strength.

3. Standing Water After Rain

Improper slope or subgrade settling means milling is needed to restore drainage.

4. Large Areas of Loose, Raveling Asphalt

When aggregate starts loosening from the binder, your pavement is oxidized beyond surface repair.

5. Your Lot Is Over 15-20 Years Old

Most commercial lots in NJ last 15–25 years. If you’ve passed this range, a mill & pave is a strong investment.

6. Previous Overlays Are Breaking Down

If you've already had a 1"–2" overlay, the next step is a full mill-out.

7. Complaints From Tenants or Customers

Lawsuits, injuries, or loss of business? Don’t wait for liability to escalate.

📍 Why Milling & Paving Is Popular in New Jersey

New Jersey has a harsh freeze-thaw climate, and asphalt deteriorates faster here than in many other regions.
Milling and paving is a preferred option because it:

  • Saves money over total reconstruction

  • Can be done with minimal disruption

  • Restores full structural integrity

  • Improves property image and value

From industrial parks in Middlesex County to retail centers along the Jersey Shore, milling and paving is often the smartest move for long-term ROI.

💡Pro Tip: Avoid Cheap Overlays

⚠️ What If a Contractor Pushes You to Do a "Quick" Overlay?

Be careful. If a paving contractor is strongly recommending a quick asphalt overlay without milling, and your parking lot is over 15 years old or showing signs of deep structural issues — that’s a red flag.

While overlays can be a valid solution in some cases (like newer lots with isolated wear), they often serve as a band-aid when milling and paving is what’s really needed.

💡 How to Spot the Overlay-Only Pitch:

  • They avoid discussing drainage or curb height

  • They promise a “like-new surface” at a steep discount

  • They don’t mention crack reflection or base failure

  • Their estimate is thousands less than a reputable company

⚠️ The Risk You Run:

  • Cracks will reappear within months

  • Water won’t drain properly, leading to pooling

  • You’ll lose your investment when it fails early

  • You may still have to mill it out later — paying twice

✅ How to Vet Their Recommendation

If a contractor is pushing for an overlay, ask them:

  • “Will this address the cause of the current cracking?”

  • “How do you plan to maintain curb height and ADA compliance?”

  • “Will drainage still function properly after the overlay?”

  • “Is milling not needed due to the thickness of the existing surface?”

If they dodge or downplay these questions, get a second opinion.

At FixAsphalt.com, we provide honest assessments. If milling isn’t needed, we’ll say so. But we’ll never recommend an overlay just to win a bid.

Low-budget paving contractors may try to skip the milling step and install a 1" overlay over cracked or crumbling asphalt. That’s a mistake.

Without proper milling:

  • Cracks will reappear in 6–12 months

  • Drainage will suffer

  • Curb heights will become unsafe or non-compliant

Don’t fall for cheap pricing — it’ll cost more to fix later.
